Swansea Bay University Health Board is preparing for a PFI contract expiry in May 2030. As part of the handback process, a building survey produced 6,381 images of building components potentially not meeting Condition B under the contract.​

Each image required comparison against two documents: the PFI contract and the 2004 Estate Code valid at the time of contract. Without specialist tooling, each assessment takes approximately 10 minutes and requires the reviewer to manually cross-reference the image against both. This creates a risk of contractor disputes, with no shared evidence base or objective reasoning to resolve differing interpretations.​
