While studying for his PhD at the University of Cambridge, Carl Magnus von Behr explored how NHS estates and facilities teams use and share knowledge. He found even experienced staff were slowed by dispersed documents and inconsistent guidance. During COVID, working on the oxygen supply response at Addenbrooke’s, he saw the impact under pressure: hours lost searching HTMs, HBNs, regulations and local policies, with urgent work delayed by fragmented information.

Carl partnered with Jan Blümel, a Cambridge PhD in machine learning, to build a platform designed around real compliance work: fast access to the right guidance, clear source checks, and outputs aligned to NHS governance. What began as a prototype with one pioneering trust became CompliMind, now used by estates and facilities teams nationwide to save time, strengthen compliance and reduce risk.
